document, but I want two different menus in different locaions on the page. I
suppose the thing to do would be to create a second instance of mm_menu.js call

I realize that you want them in two different locations on the page.
It's necessary to create the two different locations on the page in a
single FW document because importing a second set of pop up menus into
your DW page overwrites the JS of the first one. Mock up the entire page
in FW, including both sets of menus. It's a limitation of the feature.
