How do use Filter > Brush Strokes? I want to make a texture for a 3d model and many sub menus are not activated somehow in my photoshop cs2 windows version. I need to use brush strokes but also artistic.
Could you help me out reactivate those too many frozen sub menus please?

Make sure the file you are working on is RGB, 8 Bit/Channel mode.
